The Yugoslav league used to have a penalty shoot out to decide the outcome of league matches that ended in a draw. You got 3 points for a "normal" win, 2 for a win of penalties, 1 for a loss on penalties, and a big fat 0 for a loss in normal time. But they soon gave up on this idea.
It did probably help a team like Red Star Belgrade go on to win the European cup though, since all of their players must have been so used to pens. They were widely criticised for players for penalties in several of their european cup matches when they looked outmatched.

But, that Caribbean system seems completely daft. So obviously open to abuse as evidenced in the story.
