Cotillion and Panek are discussing Edgewalker, then move to discussing dragons:
"'They all cast shadows, Uncle,' Panek said. 'Into your realm. Every one of them. That's why there's so many... prisoners.' Cotillion frowned, then, slowly, inexorably as comprehension dawned, the god's eyes widened."
Then Trull said:
"'I wonder what that was all about? You'd think Panek just kneed him between the legs.'"
What was that all about? What did Panek mean? Ideas?

What goes on in the mind of Cotillion, a scholar and high mage of shadow, is pretty much beyond our level of comprehension. But if you want to make a simple guess, Cotillion is coming to realise just how far and how deep Shadows influence upon the world of Burn and all the other worlds that shadow touches upon reaches. Every world that exists within the sphere of the warrens we know and every character that walks these worlds, casts a shadow into Emurhlan. That is a lot of insight, a lot of power to use, if one had the talent and mind to to utilise it.
More specifically I am guessing Cotillion knew this at least partially but with Paneks words a piece of a puzzle is falling in to place and he is gaining a new look upon the world and the plans Cots and ST have laid out.
