That's not a particularly easy question to answer. The authors depictions and descriptions are somewhat murky.

Ascendants are beings that have "level'ed up", they have more potential than ordinary mortals. Some ascendants barely stand out if you don't know what to look for. Other ascendants are powerful enough to take on gods and dragons.

Gods are beings that are worshipped. The belief of their followers gives them incredible power. But it often also binds them. Forces them to adhere to the belief of their followers. Or perhaps the aspect that they are in tuned with. It shapes them. Limits them.

Some beings, like Coltaine, are admired, respected, trusted or feared to such an extent, that the focus of the attention, the pressure of the belief, makes them ascend.

Worship can make a mortal ascend. But in turn not all ascendants who are worshipped, are necessarily a god. Ascendants can choose to deny their godhood. Deny their worshippers.
