Hood question

It's implied(duh) that Rake and Hood had made a deal some time ago about Hood going into Draginpur. Is this talked about in the previous books that I somehow missed? The only thing I can remember is when Ganoes is travelling through the Decks or whatever and talks with Hood and makes a bargain..apparently there is something Hood wants and Paran says he will make it happen. Or is this something different but connected that is RAFO?

No, it is not mentioned before TtH. The Prologue has all the info you get on that.
